Took pretty much all evening with several attempts… I found this tech doc (also below) which I think was the final solution:

For some reason, when I tried to change the time zone from toolbar The fix was to use: timedate.cpl from the command line.

I could only find the Windows Server ISO as ‘Product Evaluation’; however, you can install as evaluation and then set the product edition and apply license with the following:

By default, windows server has a max password age = 42 days which requires a new password every 42 days. Verify via command line:
